The New York Democrat Anthony Weiner had delayed making a decision about his future until his wife, Huma Abedin, returned from a trip with Secretary of State Hillary Clinton.
Speaking at a centre for the elderly in Brooklyn where he launched his first campaign for city hall in 1991, Mr Weiner said: “I had hoped to be able to continue the work that the citizens of my district elected me to do. To fight for the middle class and help the struggling to make it.
“Unfortunately the distraction that I have caused has made that impossible. And so today I am announcing my resignation from congress.”
